Livestock and Legislators: Pastoralist Parliamentary Groups

NRI, together with the Pastoral and Environmental Network in the Horn of Africa (PENHA) has carried out research, funded by DFID's Livestock Production Programme and the CAPE Unit, AU/IBAR, on the emergent groups representing pastoralists in the parliaments of Ethiopia, Kenya and Uganda.

These groups need to be understood in the contexts of their national political systems, but we believe them to be worthy of support from donors and NGOs, as one front in a broader initiative of empowering pastoralists through strengthening civil society organizations, the media, communications and decentralized local government. The country case-studies and the synthesis report discuss in detail the evolution of the PPGs, their successes and failures, and the case for support.
